Dear Chairman Arakaki and Members of the County Council:
SUBJECT: Multi-year Agreement -Centranet Telephone System
Attached is a resolution authorizing the Mayor to enter into athree-year contract with GTE
Hawaiian Telephone for the County's Centranet telephone system. GTE Hawaiian Telephone
has proposed a new rate structure for the County that will result in projected savings of $3,650
a month from the approximately $17,600 the County is paying now for the service, while at
the same time providing more network access lines to cut down on busy signals. The County
presently has two multi-location Centranet systems (Hilo and Kona), with a total of 840
Centranet stations and 33 soft numbers.
Because this proposal is very advantageous to the County, we want to lock these low rates in
for a period of three years to protect the County from rate increases during the term of the
contract.
Upon execution of this contract, it will be submitted for approval to the Public Utilities
Commission by GTE Hawaiian Telephone. We are anxious to enter into this agreement
because of the cost savings. Therefore we are requesting that this resolution be waived from
the Committee on Finance and placed on the agenda of the next Council meeting. Your
favorable consideration of this request is appreciated.

RE: Resolution No.112 - 99: Resolution authorizing the Mayor to enter into a three
year agreement for telephone services.
Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai'i, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
