• Enclosed is a resolution authorizing the payment of funds for more than one fiscal year
for a new multi-year agreement for maintenance support and annual upgrades for the
Department of Public Works' Traffic Division's Centracs Advanced Traffic Management
System software. This multi-year agreement will provide a savings of approximately
19% over the single-year rate. The anticipated lease cost is approximately $80,899 over
the five-year period.

A. REQUEST:
The Department of Public Works, Traffic Division is requesting a resolution authorizing the payment of funds,
in a later year and for more than one fiscal year, to enter into a Software Maintenance Agreement (SMA) with
Econolite Systems, sole source vendor to cover systems maintenance support of the base Centracs system
software licensed to the County of Hawai'i.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This Software Maintenance Agreement (SMA) would be valid for five (5) years from the commencement date
of this agreement at the Gold Coverage option for continued software support and annual upgrades,
including Technical support of the current Centracs Advanced Traffic Management System being used by
DPW's Traffic Division. The existing one-year SMA coverage ends on March 31, 2019.
The anticipated costs for this SMA is $80,899.00 for 5 years with coverage effective date of April 1, 2019
through March 31, 2024. The proposed price reflects a discount of about 19%/year over the one year rate.
This purchase is supported in the current budget FY 2018-2019, 020.281.5281.33.454 account.
