Arakaki And Members of the County Council County of Hawaii Hilo, HI 96720 Dear Chairman Arakaki and Council Members: Attached is an excerpt of the Charter amendment approved at the November 8, 1994 General Election, which created two additional police commission positions. Please note that the amendment also required that of the two new members, one shall be appointed for afive-year term, while the other for aone-year term, but shall be eligible for a second term. The two new appointees were Francis E. Smith (Council District 4) and Deborah L. Baker (Council District 7). To comply with the Charter and to ensure an equitable staggered term procedure, I am requesting that the Council agree to maintaining the same tenure of Ms. Baker (12/31/99), and extending Mr. Smith's term to 12/31/00. If approved, it would satisfy the intention of the Charter amendment. Your favorable review and approval would be appreciated. Mr. Smith is a life-time resident of Hawaii, and since 1989, has been self-employed as a safety consultant. Prior to that, he was with both the Honolulu and Hawaii Fire Departments (1964-1989), and retired in 1989 as the Fire Chief of the County of Hawaii Fire Department. He is a Vice-Commander in the U.S. Coast Guard Auxiliary and is not a member of any political party. If approved, Mr. Smith will serve a term to end December 31, 1999. Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review.
