'a WHEREAS, CHARLES NEFF recently completed a distinguished term of service as Provost of the University of Hawaii, Milo Campus, from July 1970 to December 1973; and WHEREAS, under CHARLES NEFF Hilo College was transformed from a two-year college to a full four-year college, much of the speed and success of its development due to his consummate devotion and dynamic leadership; and WHEREAS, CHARLES NEFF's unstinting dedication to the growth of Hilo College was testified to by his tireless presence, diplomacy, counsel and advocacy in and through difficult tunes; and WHEREAS, CIARLES NEFF's concern for Milo College was permeated by his personal solicitude for the faculty, staff and students- and WHEREAS, CHARLES NEFF's managerial versatility in institutional planning included bold, farsighted and practical forecasts for the future, whose beneficent influence will be felt for years to come; and WHEREAS, CHARLES NEFF's endeavors on behalf of Hilo College redounded to the benefit of all the Big Island in the form of greater educational opportunity, NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it extends to CHARLES NEFF its heartfelt 'Mahalo" for his enduring contributions to the cause of higher education on the Big Island as well as in the State of Hawaii; and BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be and is hereby directed to transmit a true copy of this resolution to CHARLES NEFF as evidence of the County's sincere appreciation and that it further extends to him its warmest best wishes for continued success, happiness, and fulfillment. Dated at Hilo, Hawaii, this 23rd day of Januar, 1974.
