Resolution
WHEREAS, the Hilo Downtown Improvement Association is
presently promoting the Hilo Downtown Mall Plan; and
WHEREAS, as a part of its promotional program, the Association
has previously requested the closing of Keawe Street and Haili
Street from 10:00 A.M. until 3:00 P.M. on April 6, 1974 for
a Hilo Downtown Mall Day; and
WHEREAS, implementation of Hilo Downtown Mall Day has
caused the Association to request that April 6, 1974 be
declared a free parking day; and
WHEREAS, Chapter 6, Article 17, Section 4, of the Hawaii
County Code, requires the deposit of coins in parking meters
and sets time limits for parking meter zones; and
WHEREAS, Chapter 6, Article 17, Section 8(c), of the Hawaii
County Code, allows the County Council,. by resolution,
to dispense with the enforcement of Section 4 for a specified
time to accommodate any special event,
NOW, THEREFORE, BE IT RESOLVED that pursuant to Chapter 6,
Article 17, Section 8(c), of the Hawaii County Code, the
County Council hereby declares April 6, 1974 to be a free
parking day in the City of Hilo.
BE IT FURTHER RESOLVED that the County Clerk be directed
to forward a copy of this resolution to the Hilo Downtown
Improvement Association, the Chief of Police, the Honorable
Mayor Shunichi Kimura, and the Honorable Paul de Silva, Prosecuting
Attorney,
