WHEREAS, amnesty grants immunity for past offenses; and
WHEREAS, amnesty is an established concept under law;
and
WHEREAS, the granting of amnesty to those who resisted
participation in the Vietnam War would demonstrate the
magnanimity of forgetfulness by a nation that cherishes the
freedom of individual beliefs; and
WHEREAS, the granting of amnesty would impress upon
the nations of the world the United States government's
adherence to its founding principle of liberty in thought
and deed by all its citizens; and
WHEREAS, amnesty would end the prosecution of those
who refused to participate in acts of combat which they
personally considered to be without moral justification;
and
WHEREAS, in accepting the return of those who acted
according to their individual consciences in a period of
intense domestic strife, the government would be demonstrating
the compassion and courage of a nation confident of its
enduring strength; and
WHEREAS, amnesty would serve to heal the divisions
caused by the war and restore trust in and identification
with a government towards which many have long felt only
alienation; and
WHEREAS, true peace does not come merely with the end
of warfare but with the end of the ordeal of exile and censure
as well,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that the people of this County support
the drive for amnesty to those who resisted participation
in the Vietnam War; and
BE IT FURTHER RESOLVED, that copies of this resolution
be sent to the President of the United States, Hawaii's
delegation in Congress, the Governor of the State of Hawaii,
Hawaii's State Senate President, Hawaii's Speaker of the
House of Representatives, and the State Senators and Represent-
atives from the island of Hawaii.
