HomeMy WebLinkAboutRES 265 Draft 01 1972-1976County of Hawaii—State of Hawall Resolution No. 265 REQUESTING THE COUNTY PLANNING DIRECTOR TO REVIEW THE ATTACHED AMENDMENTS TO THE COUNTY OF HAWAII ZONING CODE. WHEREAS, the County of Hawaii has a finite number of acreage suitable for agricultural purposes; and WHEREAS, the County of Hawaii has a County General Plan that differentiates agricultural lands into Intensive and Extensive Agriculture; and WHEREAS, the County General Plan identifies Intensive Agriculture as sugar, orchard, diversified agriculture, and floriculture, and Extensive Agriculture as pasturage and range lands; and WHEREAS, the State tax laws encourage the use of agricultural lands into productive uses by lowering the tax for those lands in productive uses; and WHEREAS, the State tax laws encourage the use of all agricultural lands into extensive use by providing the lowest tax base to pasturage and range lands; and WHEREAS, the County's operating budget is basically derived from revenue from real property, and loss of revenue by encouraging all agricultural lands for extensive use is not in the best interest of the County; and WHEREAS, Intensive Agricultural lands need to be protected for the economic well-being of the County as these lands provide the basic employment for the rural areas; and WHEREAS, Intensive Agricultural land is now sold at speculative prices which hamper the continued viability of agriculture; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Planning Director review the attached bill regulating intensive agricultural districts by zoning agricultural lands into 10,000 acres or less; and BE IT FURTHER RESOLVED that this resolution is basically derived to save the Sugar Industry from undue pressure to convert cane lands into less productive uses; and BE IT FURTHER RESOLVED that the Planning Director, in the review of the adoption of the attached bill, consider the North Kohala area as the first priority in developing new agricultural zone maps for the County; and BE IT FINALLY RESOLVED that the County Clerk be directed to forward a copy of this resolution to Bruce McCall, Mayor, County of Hawaii, and Raymond Suefuji, Planning Director, County of Hawaii.
