Resolution No. 2"1
WHEREAS, Congressman John A. Blatnik (D -Minn.), Chairman
of the House Committee on Public Works, introduced Bill
H.R. 12225 to provide for a system of payments -in -lieu of
taxes to compensate county governments for revenues lost due
to the presence of federally -owned, tax-exempt property within
the county; and
WHEREAS, the Bill reflects the policy adopted by the
National Association of Counties to offer the counties a choice
of accepting existing federally shared revenue programs relating
to public lands or accepting payment based on 90 per cent of the
assessed value of private lands within the county; and
WHEREAS, many county governments are engaged in a struggle
for survival in which increasing vital services and needs cannot
be met by the currently available fiscal resources. There are
some 695 counties in the nation with special problems due in
large part to federal tax-exempt land within their borders.
The average federal payment on these lands is 65 cents per
acre; and
WHEREAS, the Bill has been assigned to the House Interior
Subcommittee on Environment,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that it endorses the adoption of H.R. 12225
and urges Rep. Morris K. Udall, Chairman of the House Interior
Subcommittee on the Environment, to schedule and hold field
hearings on the bill as soon as possible.
BE IT FURTHER RESOLVED that the Clerk of the County
of Hawaii be and is hereby directed to forward true copies
of this resolution to the Honorable Daniel K. Inouye, U.S.
Senator; the Honorable Hiram L. Fong, U.S. Senator; the
Honorable Patsy T. Mink, U.S. Representative; and the
Honorable Spark M. Matsunaga, U.S. Representative.
