Resolution No. 2~'q
WHEREAS, on November 29, 1968, the State Land Use
Commission approved a change in land use in Waikoloa, South
Kohala, from Agriculture to Urban; and
WHEREAS, on July 16, 1969, the Hawaii County Council,
by Ordinance No. 236, approved the General Plan incorporating
the above change in land use; and
WHEREAS, on December 18, 1969, the Hawaii County
Council, by Ordinance No. 291, approved the change in zoning
from Agriculture to Residential and Village Commercial in
Waikoloa, South Kohala; and
WHEREAS, Boise Cascade Home and Lands Corporation,
whose actions were based on the passage of the above ordinances,
has expended more than $36 million in the development of
Waikoloa to date; and
WHEREAS, many of the onsite improvements already
constructed at Waikoloa were built to a size and standard
based on an overall development of the agreed-upon boundaries;
and
WHEREAS, a land title dispute involving Abraham McAulton
and Richard Smart concerning lands of Anaehoomalu has slowed
the progress of the overall Waikoloa Development and has
not yet been resolved; and
WHEREAS, Boise Cascade Home and Lands Corporation has
shown good faith in the Waikoloa Development and has fully
complied with Hawaii County requirements; and
WHEREAS, the State Land Use Commission is now initiating
a reclassification of existing Residential zoned lands from
Urban to Agriculture, which land includes part of the Waikoloa
Development,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that it strongly recommends to the State
Land Use Commission that it withdraws its ' 'tiation to
reclassify the land in Waikoloa, South K ala, from Urban to
Agriculture.
BE IT FURTHER RESOLVED that the Clerk f the County of
Hawaii be and is hereby directed to transmit true copies of
this resolution to the Honorable Bruce McCall, Mayor of the
gym.

County of Hawaii; each member of the State Land Use Commission;
and Mr. Will Sanburn, Vice President of Boise Cascade Home
and Lands Corporation, 130 Merchant Street, Honolulu, Hawaii
