Specialist with the County Department of Parks and Recrea-
tion, was named Eanployee of the Year in the supervisory
division; and
WHEREAS, Hardy Spoehr, who joined the County some three
years ago, was described as being an ambitious, willing,
conscientious, attentive, persistent, dynamic and level-
headed administrator; and
WHIEMIAS, in the short span of time Hardy Spoehr has been
associated with the County of Hawaii, he has been credited
with the establishment of a lifeguard service which has saved
several lives; and
WHEREAS, Hardy Spoehr has fostered the development of
a comprehensive aquatic personnel training program which has
increased the operational efficiency, knowledge and abilities
of his staff, and resulted in improving the quality of services
offered to the public; and
WHERE -AS, Hardy Spoehr has provided an opportunity for
his staff to increase their job related knowledge by providing
for a certified pool operator's traininf,-,r course, a pool operator's
handbook, a handbook concerning swimming pool water chemistry
and a pool reader which is constantly revised as new materials
become available; and
WHEREAS, the educational pursuits of Hardy Spoehr reflect
a continual interest in self improvement as he obtained his
Master's Degree at the University of Hawaii during his first
year with the County of Hawaii and has since successfully
completed courses in fire rescue and emergency techniques,
cardio -pulmonary resuscitation, self contained underwater
breathing apparatus, water safety instructor, first aid
instructor and the swimming pool operator instructor's course.
NOW, THEREFORE, BE IT PX7S0LVFn BY THE COUNCIL OF THE
COUNTY OF HATRAII that this body accord its warm, congratulations
and best wishes to Hardy Spoehr on being selected the Outstand-
ing Employee of the Year for 1974,
BE IT FURTHER RESOLVED that the County Clerk be and is
hereby directed to transmit true copies of this resolution
to Hardy Spoehr and Robert T. Fukuda, Director of Parks and
Recreation.
