RESOLUTION NO. 39: 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST THE
KONA SOIL AND WATER CONSERVATION DISTRICT WITH EXPENSES FOR
EDUCATIONAL MATERIALS.
WHEREAS, the Big Island Resource Conservation and Development Council
(BIRCDC) is a 501(c)(3) nonprofit organization whose purpose is to enrich the communities of
Hawai`i Island by promoting sustainable practices that enhance and encourage appreciation for
our natural environment; and
WHEREAS, BIRCDC is partnering with the Kona Soil and Water Conservation District
(KSWCD)to reduce and potentially eliminate land degradation and soil depletion in the West
Hawai`i district to be distributed at workshops and site visits; and
WHEREAS, BIRCDC is requesting funds to assist KSWCD with expenses for
developing educational materials, resource booklets, and brochures to be distributed at
workshops and site visits; and
WHEREAS,the Department of Research and Development strives to increase
communication, interaction, and understanding between residents dents and the agricultural industry to
ensure the integrity of Hawai s unique sense of place; and
WHEREAS,pursuant to Section 2-139 (a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program,project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 6 will be appropriated to the Department of
Research and Development to provide a grant to the Big Island Resource Conservation and
Development Council to assist the Kona Soil and Water Conservation District with expenses for
educational materials to address land degradation and soil depletion in the West Hawai`i district.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the •
terms of this resolution.
