WHEREAS, RICHARD CARAVALHO, a Kohala police officer,
placed third in the State Outstanding `young Law Officer
award conducted by the Hawaii Jaycees; and
WHEREAS, since his appointment in 1972, RICILARD
CA►RAV'A SHO' s responsibilities include patrolling an assigned
beat, investigating unlawful activities which come to his
attention, arresting or citing violators, responding to
calls for assistance, and preserving the public peace; and
WHEREAS, during his off --duty hours, he frequently
visits Kohala High and Elementary School volunteering his
services by counselling troubled youths and establishing
a close rapport with the students; and
WHEREAS, he was instrumental in organizing and
coordinating a Campus Police Officers Review Hoard comprised
of students who are now entrusted with selecting the CPOs
and maintaining discipline; and
WHEREAS, RICHARD CARAVALHO represents the Hawaii County
Police Department as "Officer Bill" at Kohala Elementary
School in a program designed to teach youngsters that the
policeman is his friend, respect for law and order, respect
for society, teachers, parents and for each other; and
WHEREAS., RICHARD CARAVALHO was responsible for the
formation of a one hundred member Bicycle Safety Club and
Kohala's "Operation ID" campaign, a program to deter
burglaries by engraving identification marks on valuables;
and
WHEREAS, he has served in numerous capacities in
such organizations as the Kohala 'TSA, Kohala Puerto Rican
Club, Kohala Association Athletic Club and Kohala Senior
Little League,
ITOW, THEREFORE,, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that it takes this means to extend its
congratulations tt,,-) PICKARD CARAVALHO and to recognize his
outstanding services to the County of Hawaii.
BE IT FURTHER RESOLVED that the Clerk of the County
of Hawaii be and is hereby directed to transmit a copy of
this resolution to RICHARD CARAVALHO and the Hamakua Jaycees.
