CALL TO The regular meeting of the Hawaii County Council was called to order at ORDER: 9:16 a.m., in the Council Chambers, Hilo, by Ms. Valerie T. Poindexter, Chair. ROLL CALL: Present: Ms. Valerie T. Poindexter, Chair Ms. Karen Eoff, Vice Chair Mr. Aaron S. Y. Chung, Member Ms. Maile Medeiros David, Member Ms. Susan L. K. Lee Loy, Member Mr. Herbert M. "Tim" Richards, III, Member Absent & Excused: Ms. Eileen O'Hara, Member Ms. Jennifer Ruggles, Member PLEDGE OF The Chair directed the Council to the next order of business, Pledge of Allegiance. ALLEGIANCE: (At this time, Ms. Eoff led the Council in the Pledge of Allegiance.) Hawaii County Council-54 December 3,2018 Res. 755-18: EXPRESSES THE HAWAII COUNTY COUNCIL'S HEARTFELT GRATITUDE TO COUNCIL MEMBER EILEEN O'HARA FOR HER YEARS OF DEDICATED SERVICE TO THE COUNTY OF HAWAII Reference: Comm. 1173 Intr. by: Ms. Poindexter Vote on Res. 755-18: Mr. Richards moved to adopt Res. 755-18. Seconded by (Adopted) Ms. Eoff and carried by the following voice vote: Ayes: Council Members Chung, David, Eoff, Lee Loy, Richards, and Chair Poindexter—6. Noes: None. Absent: Council Members O'Hara and Ruggles —2. Excused: None. CHR. POINDEXTER: Resolution 755-18 is approved. Res. 756-18: EXPRESSES THE HAWAII COUNTY COUNCIL'S HEARTFELT GRATITUDE TO COUNCIL MEMBER DRU MAMO KANUHA FOR HIS YEARS OF DEDICATED SERVICE TO THE COUNTY OF HAWAII Reference: Comm. 1174 Intr. by: Ms. Poindexter Motion to Approve: Ms. Eoff moved to adopt Res. 756-18. Seconded by Ms. David. CHR. POINDEXTER: Council Member Eoff MS. EOFF: Thank you, Madam Chair. Unfortunately, Dru isn't here with us today. He's now a senator representing Kona. So, he's actually on Oahu attending the inauguration of the Governor and the Lieutenant Governor. However, I just wanted to say that he's been my partner for the last three terms representing Kona collectively. And it was such a great experience working with Mr. Kanuha. I knew him since he was on the Redistricting Commission, and I've known his family prior to that. He's just matured so much in the last six, eight, ten years, and he's become a statesman and will represent us very well at the Legislature. But more than that, he definitely exhibited the aloha spirit. Through his term on the Council, he showed how a young freshman could evolve and help us all be our higher selves. And I just really enjoyed working with him, and I wanted to especially thank him for partnering with me to introduce some Page 2 Hawaii County Council-54 December 3,2018 tricky legislation this last term that we worked very hard together on. He was always there to support and help move things forward. So, I'd just like to thank him and congratulate him and let him know how much we're going to miss him on the Council. CHR. POINDEXTER: Thank you. Council Member David. MS. DAVID: Mahalo, Chair. As the third member of the west side representing Kona and Ka`u, it has also been my pleasure, and very heartwarming, to serve with Mr. Kanuha. His dad and I are classmates, so we go way back as being like the original families of Kona in the `50s and `60s. So, he has brought, like Ms. Eoff said, an indescribable amount of aloha to this body, and he reminds us that we would like all our children to become him at one point. I'm so proud of him. I'm proud of his family. I'm proud to have known them as closely as I have. So, aside from that, I'm going to miss him calling me "Aunty Maile" on this dais. He's such a respectful and honorable young man. So, I'm really going to miss him. I thank him. And I think I just need to say that this body as a whole, all the Council Members did have a really good term this year, all the Council Members. So, I aloha them all, too. So, mahalo. CHR. POINDEXTER: Any other discussion? Okay. So, I'm just going to close it out by saying I had the privilege of working with Council Member Kanuha when we first started the redistricting. That's when I first got to know him. Never thought he'd make it to the top this fast as a senator, but he did. He put his mind to something. He did it. I think he'll leave us, this County, very proud with his, everybody remembers that, tobacco smoking and e-cig bill that he did that was so controversial but did us proud and did us good in Hawaii County. So, I'd like to mahalo him for all he's done and wish him well in his position as a senator. So, at this time, I guess we can just do—we don't need a roll call. All those in favor of approving Resolution 756-18, say "aye."
