Dear Mayor Kim and County Council Members,
I am one of the residents whose home on Highway 132 is isolated but still standing and in
good condition. The solar energy system is functional and catchment tank is full. My farm is
intact, if lying fallow from lack of grazing and planting. It waits-only for a road that I may
return to my home and the land return to its producing capacity.
You have received much testimony regarding road access for Lower Puna. I add mine: I have
lived on the island 20 years, 15 of which have been in Lower Puna. My siblings helped me
build my home in order that I could manage my disability and have a productive independent
life. My health requires I live in this tropical climate, and my soul requires the mana of this
Hawaii aina..
My farm supported 80 animals, many of which I had privately rescued and rehabilitated.
When forced to evacuate, these animals were also evacuated by the grace of our generous
farming and animal-loving community. For three arduous months, living in a temporary rental
in an unfamiliar community in north Hilo, and with the help of wonderful people, many of
whom were virtual strangers to me; I cared for these animals and faced my own health
challenges. Unable to find a rental that would accommodate my pets, I was forced to leave the
island to await the creation 6f road access order to return home to the land that literally is my
life. Were it not for caring generous friends, I would now be among the homeless in Hawaii.
My story mirrors that of many in similar situations. I have one home, with no possibility of
having another. I `married' Hawaii, forging a life-commitment to serve and contribute to our
community. Like many of my displaced.neighbors, I am a senior, with a wealth of knowledge
and wisdom from my early professional life. I have much to share about farming, animal care,
and human potential, and I have been mentor for young people in whose hands we will be -
leaving this precious Island Paradise.
It is my understanding that the stated mission of Hawaii's General,Plan for Puna is to support
and foster sustainable agriculture and tourism. With its unique growing conditions,
I. extraordinary proximity to the newest land on Earth, and the tourism allure of thermal waters
with pristine new black sand beaches,the riches of Lower Puna are a treasure for all Hawaii.
The diversity, resilience, and commitment of our community are the jewels in Puna's crown.
All it takes is a road.
Please allocate funding and prioritize access to isolated regions of Lower Puna through your
Support of Bill 10 and Communication 21.
Our lives literally depend upon you. Hawaii is stronger whole than in pieces.
