But what isn't difficult to understand is that one of the caveats for the vast Kaupulehu development was that it would provide public access through its property to the ocean. There's probably plenty of blame to go around from the developer, to the state and even the county. But 20 years is too long to make claims that this promised access can't exist for any reasons other than foot-dragging, long-overdue clarity, and/or lack of will on the part of at least some of those entities. Even though there are some special circumstances where shoreline access is allowed to others besides Kaupulehu property owners and guests, it's not enough. It's good that hawaiian practitioners have some access. It's good that some organized group of keiki can have limited access. And it's Pono that public access exists to at least some limited extent through adjacent properties. But it's not good that a promise to the public is being circumvented at the public's untold expense of losing a huge chunk of coastal open space while this private development continues to expand. The broader local community needs a quick resolution to this situation through the auspices of this group, theplanning department, and the state in tandem with Kaupulehu landowners. Whether it's in the form of an amendment to the development permit or any other approach that will force the hand of requisite entities and get them onboard to allow immediate public access through this property, we hope that the process of opening true public access has now begun, and that it will reach fruition this - year, notin another 5, 10 or 20 years in the future.
