Re: Wastewater Improvement Project
The Lanihau wastewater pump station handles sewage in the vicinity of the Ali`i
Drive/Palani/Ka`ahumanu Place intersection. The station's cast-iron Force Main pipe is 55-years
old and at the end of its useful life, requiring the replacement of an approximately 677-foot section.
Enclosed is a bill for an ordinance authorizing the Mayor to enter into an intergovernmental
agreement for a State Water Pollution Control Revolving Fund Loan(SRF) of$1,500,000 and
authorizing the issuance of general obligation bonds for the purpose of financing this improvement
project.
Pursuant to the County Procedures Manual for Participation in the Hawai`i State Revolving Fund
Loan Program, prepared by the Wastewater Branch of the Hawai`i Department of Health in April
1994, part of the loan application process requires a"resolution or ordinance passed by the County
Council which authorizes the SRF loan application and identifies the dedicated source(s) of revenue
(i.e., general obligation bonds) which will fund the-project and repayment of the loan with interest."
The Council's authorization of the issuance of general obligation bonds will serve as a pledge of its
general obligation authority as security for repayment of the loan and interest.
Time is of the essence in this matter to perform this project. The Department of Environmental
Management therefor requests that this bill be waived from the Finance Committee and be placed
on the February 5, 2019 Council agenda. If there are any questions, please do not hesitate to call

A. REQUEST:
An Ordinance authorizing the Mayor to enter into an intergovernmental agreement for a State Pollution
Control Revolving Fund Loan for a Wastewater improvement project and authorizing the issuance of ,\
$1,500,000 General Obligation Bonds of the County of Hawai'i for the purpose of financing the following
project:
Lanihau Wastewater Pump Station Force Main Replacement $1,500,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Lanihau Wastewater Pump Station handles sewage in the vicinity of Alli Drive-Palani-Kaahumanu Place
intersection. Attachment A illustrates the sewer connections that the Lanihau Wastewater Pump Station
services. Estimated future flow for the pump station is 1.9 million gallons per day. The Lanihau Wastewater
Pump Station cast iron Force Main is 55-years old and is at the end of its useful life.
On June 12, 2017, the Hawaii County Department of Environmental Management (DEM) reported that a
sewage spill had occurred at Alii Drive and Palani Road in Kailua-Kona due to ruptured force main. The
release was discharged into Kailua Bay after flowing into nearby storm drains that empty into the bay.
The recent emergency repairs to sections of the failing 6-inch cast iron pipe revealed that the integrity of the
entire section is severely compromised requiring replacement of a 677-foot section to avoid additional pipe
failures that would result in the release of raw sewage to Kailua Bay.
This request will provide funding for this project and allow us to take advantage of the lower interest rates
provided by the State Revolving Fund Loan Program.
We respectfully request that this bill be waived from the Council's Finance Committee in order to expedite this
project.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
