Confirmation of Robert K. Yanabu ae Chief Engineer
Dear Chairman P,rakaki and Councilmembers:
Thank you for the opportunity to provide testimony in support of the appointment of
Mr. Robert K. Yanabu as Chief Engineer of the County of Hawaii. I have known
Mr. Yanabu on a professional basis since the early 1980x. From I993 to 1996, during my
tenure as Chief Engineer, I worked very closely with Mr. Yanabu on major projects and
initiatives facing tha Department of Public Works.
Mr. Yanabu will bring to this position a background rich in professional engineering
experience and expertise. He is a registered civil and structural engineer in both Hawaii
and California. In addition w his technical capabilities, Mr. Yanabu is also very
knowledgeable of government operations especially as they relate to the Department of
Public Works. During his over 20 years with Public Works, he has gained a broad
understanding of the responsibilities and challenges of the Department. This is espocinlly
true of the Engineering Division which is responsible for major capital improvement
projects. Mr. Yanabu has managed programs for the planning, design, construction, and
funding of new highway, bridge, and flood control projects and administered regulatory
requirements for private developments to insure compliance with County standards.
Recently, Mr. Yanabu has also been involved with many of the complex issues pertaining
to solid waste planning and permitting. He fully comprehends the business of
government end will be able to work with Federal, State, local agencies, end private
parties for the benefit of Hawaii County.
Strong leadership and clear direction is critical as the Department of Public Works
confronts many difficult issues in the coming year. While Mr, Jiro Sumada has done an
admirable job as Deputy, it is unfair to continue to ask him to boar this burdon alone. If
the Council truly has the best interests of the Big Island community in mind, you will
vote to confirm the nomination of Mr. Robert Yanabu as Chief Engineer.
