COUNTY OF HAWAII <br />RESOLUTION NO. <br />STATE OF HAWAI `I <br />st 19 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO GOING HOME <br />HAWAII FOR ITS "PU`UHONUA O HILO" PROGRAM. <br />WHEREAS, Going Home Hawaii is a 501(c)(3) nonprofit organization whose purpose <br />is to reintegrate former offenders into the community and the workplace; and <br />WHEREAS, Going Home Hawai`i's "Pu`uhonua O Hilo" program utilizes Native <br />Hawaiian concepts of a place of peace, safety, and healing into social services for offenders; and <br />WHEREAS, this program is designed to address the issue of Native Hawaiians being <br />overrepresented at every stage of the criminal justice system; and <br />WHEREAS, this program hopes to reduce recidivism for this target population by <br />utilizing Hawaiian traditional concepts including ho`oponopono (to make right), e ho`okanaka <br />(be a person of worth), and other cultural practices; and <br />WHEREAS, Going Home Hawaii is requesting funding assistance to defray housing <br />costs, utilities, and supplies that are necessary expenses for this program; and <br />WHEREAS, one of the goals of the Office of the Prosecuting Attorney is to support <br />programs that improve the criminal justice system by identifying areas of need and working <br />collaboratively with other criminal justice agencies and the community by employing early <br />intervention initiatives to improve the quality of life on the Big Island; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 2 will be appropriated to the Office of the <br />Prosecuting Attorney to provide a grant to Going Home Hawaii for its "Pu`uhonua O Hilo" <br />program. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
