Enclosed is a resolution accepting this grant award. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $20,000 grant. The Department of Research and Development is requesting that this resolution and bill be waived from the Finance Committee and be placed on the February 20, 2019 Council agenda in order to expedite the receipt of these funds. REQUEST: Requesting for a bill for an ordinance to appropriate $ 20,000.00 to fund the Ho'owaiwai Financial Empowerment Center Pilot for Hawaii Island (Pilot). This planning grant fund will enable the County of Hawai'i to work on developing a plan to determine feasibility of establishing a Financial Empowerment Center (FEC) model on Hawai'i Island. Please also submit a resolution to authorize the Mayor to execute and submit all agreements and other related documents to the CFE Fund for the Pilot. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): On August 20, 2018, the County of Hawai'i (County) submitted a grant application to the Cities for Financial Empowerment (CFE) Fund as part of its FEC Replication Program's Request for Proposal. The CFE Fund, with generous support from the Bloomberg Philanthropies, Wells Fargo, the JPB Foundation was seeking proposals from local governments looking to plan how to replicate their Financial Empowerment Center (FEC) model of free, professional, one-on-one financial counseling/coaching in cities and counties throughout the United States. In November 2018, the County was informed that its proposed project was selected for funding. In addition to the $20,000 grant award, the County will received technical assistance for up to 12 months to design and prepare for a launch of a FEC. The CFE Fund will invite successful planning cohorts grantees to apply for an implementation matching grant fund at the conclusion of the planning period. The ordinance sets up the proper accounts to receive and expend the grant fund.
