This federal program provides long-term case management services to the survivors of Kilauea Volcano eruptions. Enclosed is a resolution to enter into an agreement to accept this grant award. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $1,734,373 grant. Time is of the essence regarding this matter. We therefore ask that a breach be authorized to'submit this resolution and bill after the January 31, 2019 submission deadline, and to waive them from the Finance Committee in order to be placed on the February 20, 2019 Council agenda. REQUEST: Requesting for a bill for an ordinance to appropriate $ 1,734,372.98 to fund the Disaster Case Management Program (DCMP) for DR-4366-HI. The DCMP is a federally funded program administered by the Department of Homeland Security's Federal Emergency Management Agency (FEMA). The DCMP is a time-limited program that involves a partnership between a case manager and a disaster survivor to develop and carry out a Disaster Recovery Plan (Plan). The Plan includes resources, services, decision-making priorities, progress reports, and the goals needed to achieve case closure. This partnership provides the survivor with a single point of contact to facilitate access to a broad range of resources. Please also submit a resolution to authorize the Mayor to execute and submit all agreements and other related documents related to the Disaster Case Management Program. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): On November 5, 2018, the County of Hawai'i (County) submitted a Disaster Case Management Program grant application to the Federal Emergency Management Agency to provide long-term case management services to the survivors of Kilauea Eruptions. The DCMP includes the following: • Assessment of the survivor's verified disaster-caused unmet needs; • Development of a goal-oriented plan that outlines the steps necessary to achieve recovery; • Organization and coordination of information on available resources that match the disaster- caused need; and •• Monitoring of progress toward reaching the recovery plan goals, and when necessary, client advocacy. The ordinance sets up the proper accounts to receive and expend the grant fund.
