Your Committee on Public Works and Mass Transit,to which was referred Resolution No. 37-19,
reports as follows:
Resolution No. 37-19,transmitted by Deputy Corporation Counsel, Ronald Kim, via
Communication 68, dated January 9, 2019, accepts the dedication of Road Lots A and D
(Manawalea Street) and Road Lots B and C (Ka`eka Street), identified as TMK No. 7-4-021:044,
situated at Keahuolu,North Kona, from FHT Kamakana LLC, a Hawai`i limited liability
company.
Public Works Director David Yamamoto was asked to provide a brief overview of the project.
Director Yamamoto stated that the connector road extension was being dedicated to the County,
and that all of Department of Public Works' issues have been resolved except for the street lights
that have not been energized while the developer works with Hawai`i Electric Light Company on
the utility easement. He added that the Department cannot inspect the lights until after they have
been energized.
Committee Member Karen Eoff asked about the location of the lights. Director Yamamoto and
Deputy Director Allan Simeon said the lights in question are part of a future development phase,
and not located on the parcel being dedicated to the County. Deputy Director Simeon expressed
hope that the issue will be resolved between Hawai`i Electric Light Company and the developer.
Ms. Eoff sought and received assurances that the roads being accepted in Resolution No. 37-19
are functional and up to County standards. She said it will be important to bring the "Phase 2"
section of the road up to dedicable standards so it can be a connector and not just a dead end. She
added that it is good that we are"getting there"for the benefit of the people who live in the
affordable housing projects. Deputy Director Simeon concurred and expressed hope that an
agreement could be reached between the two parties so that the County could accept the full
alignment.

Your Committee on Public Works and Mass Transit is in accord with the purpose and intent of
Resolution No. 37-19, and recommends its adoption.
