CALL TO The regular meeting of the Committee on Governmental Relations and Economic
ORDER: Development was called to order at 10:19 a.m., in the Council Chambers,
Kailua-Kona, by Ms. Ashley L. Kierkiewicz, Chair.

Comm. 49: HAWAII STATE ASSOCIATION OF COUNTIES' NOVEMBER 30, 2018,
EXECUTIVE COMMITTEE MEETING MINUTES
From Council Member Valerie T. Poindexter, dated December 27, 2018.
Motion to Close File: Ms. Poindexter moved to close file on Comm. 49. Seconded
by Ms. Lee Loy.
CHR KIERKIEWICZ: I'd just like to acknowledge that Chair Chung has joined
the GRED Committee. Thank you. Ms. Poindexter.

MS. POINDEXTER: Yeah. Submitted here is the minutes for the November 30,
Executive Committee Meetings, so I don't know if you have any questions.
CHR KIERKIEWICZ: Do you want to just give us a quick overview, some
highlights from the meeting minutes?
MS. POINDEXTER: Okay.
CHR KIERKIEWICZ: Thank you.
MS. POINDEXTER: Okay, so on the—there's of course a treasurer's report,
there's an audit that got done and still in draft form and just got approved. Then
we went into County Reports and that's all on the minutes, if you have any
questions on that. We did talk about the HSAC (Hawai`i State Association of
Counties) legislative package, and that briefing will be this Thursday 24th at 11:30
on Oahu. There's minutes that were missing, but because of the transition period
they just played catchup and that should be reported on the next committee
meeting. So if anybody has—and the minutes are pretty self-explanatory so if
you have any questions.
CHR KIERKIEWICZ: Any questions? Ms. Lee Loy.
MS. LEE LOY: Thank you, Chair. I just had question regarding on the minutes
there's an item B. County Reports, and I recognize that Maui County actually
passed a piece of legislation that would allow for expedited permitting for their
workforce housing. And if I'm reading this correctly the proposed bill requires
departments to review permits for 100 percent residential workforce housing
projects within 15 working days. I was just wondering, Ms. Poindexter, during
that presentation of that item I was just wondering if, you know, Maui County had
shared how they got through that process, and how they're looking to help
expedite the building permit process.
MS. POINDEXTER: Yeah. They're willing to share their bill and stuff, so let's
feel free, you know, to contact Maui County if any of you want to start something
like that. And that's what we normally do is we share shamelessly. So feel free
to contact them, and they can, you know, help you get all the information you
need. Thanks.
MS. LEE LOY: Thank you, I yield.
CHR KIERKIEWICZ: Any other questions for Ms. Poindexter? I just have a
question. It's not necessarily about these minutes in particular, but I'm wondering
if at the next GRED meeting you could present on the minutes of our December
meeting I believe that we had. If the minutes would be ready in time.

MS. POINDEXTER: Right, yes.
CHR KIERKIEWICZ: Awesome.
MS. POINDEXTER: You'll have all the other minutes as well, the backlog
minutes from October.
CHR KIERKIEWICZ: Perfect. Any other questions or comments? Seeing no
further discussion, all in favor to close file on Communication 49, please say
