Box 3378 Honolulu, Hawaii 96801 Subject: Hilo Wastewater Treatment Facility Operation and Maintenance Inspection - EMD/WB 971337 Corrective Action Plan The County of Hawaii Wastewater Division has received the annual operation and maintenance inspection report dated 5/19/99 and provides the following corrective action plan to address the deficiencies cited in the report. 1. Maintenance: Preventive Maintenance: Backlogged Corrective Maintenance: Unsatisfactory The County is committed to an aggressive combination of filling staff vacancies and contracting out various repairs in order to improve the existing condition and the future maintenance of the Hilo Wastewater Treatment Plant. Major items requiring repair/replacement: a. Influent Screen No. 2 - Geaz reducer problem -Gear reducer has been replaced and Barscreen is operational. Completed b. Primary Clarifier No. 1 -Malfunctioning VFD -Wastewater Division evaluating removal of VFD and replacement with gear reduction system. Target Comaletion 12/30/99 c. Grit Screw -Rebuild screw and replace housing -Estimates from Contractors indicate repair cost of approximately $25,000 each. Wastewater Division is evaluating replacement of the Grit Classifiers with new classifiers due to the high repair costs. Target Comuletion for replacement of classifiers is 6/30/!/0,0. Comm. Aeration Tank Diffusers -Needs replacement -Diffusers for Solids Contact Tank have been replaced. Completed e. Centrifuge No. 1 -Tiles are falling off. -The Wastewater Division has had several discussions with the manufacturer regarding repair of the unit. Humbolt-Decanter has acknowledged that loss of tiles would result in accelerated deterioration of the screw conveyor but that repair of the screw could be accomplished at the point where efficiency of the unit is affected. Estimated cost for file replacement is $25,000/unit. Tile replacement will be accomplished when efficiency of the unit is affected. f. Biotower Pump No. 2 and 4 -The Wastewater Division has attempted repairs and currently has a unit at a local machine shop. One (1) each pump will be replaced and the Wastewater Division will evaluate repair or replacement of remaining pump. Target completion 12/03/00. g. Final Clarifier No. 1 - No skimmer arm. -The Wastewater Division previously solicited bids for the project and received no bids for the project. The project will be re-bid. Target Completion 10/30/99. h. Final Clarifier No. 3 -Sludge Pump -The system has been modified such that the existing pumps have been replaced with a submersible pump. The pump is installed and Tinal electrical hook-up is pending receipt of material. Target completion 7/30/99. 2. NPDES or Chapter 62 Violations: a. Sewage spill at Septage Receiving Pit. -The Waste Hauler was contacted regarding the spill and afollow-up letter was issued informing the Hauler that future spills may result in suspension or revocation of their Permit to Discharge. The Hauler was also billed for the clean-up costs. Completed 3. Facility's Present Deficiencies: a. Infiltration and Inflow -The Wastewater Division has purchased Grout Sleeve equipment as part of an I/I Reduction program and is currently in the process of purchasing Chemical Grouting equipment to aid in the I/I Reduction program. The program would be an on-going program. b. Influent Sampler Tube Bracket -The sample tube has been secured. Completed. c. Refrigerated Influent Sampler Unlocked -The facility is secured in accordance with the requirements of HRS 11-62-08(d) to prevent tampering. However, due to concern by the DOH, the influent sampler has been locked. Completed. d. Barscreen No. 2 -Repairs to the barscreen were completed. Completed. _ e. Headworks Foul Air System -The enclosures at the barscreens were removed to eliminate Confined Space Hazards when performing maintenance on the Letter to Thomas E. Arizumi Page 3 of 4 July 14, 1999 equipment. No increase in odor problems were caused. Re-evaluation of the system would occur in the event odor problems are encountered in the future. No further action at this time is proposed. f. Primary Clarifier No. I -Refer to Item l.b. g. Preaeration basin diffusers -The diffusers will be replaced. Target Completion Date 10/30/99. h. Biotower Pumps -Refer to Item l.f. i. Secondary Clarifier No. 1 -Refer to Item l.g. j. Secondary Clarifier No. 3 - Refer to Item l.h k. Effluent Flowmeter Calibration - The flowmeter has been put on a 6 month calibration interval. Completed. 1. Sludge Mix Pump No. 1 Packing leak -The pump was modified and a mechanical seal has been installed. Completed m. Waste Gas Bumer -The system was designed with a continuous LPG flame to provide automatic re-ignition. The system is not utilized due to the exorbitant costs (1000 gal. LPG/week) of the continuous flame and since samples in the area verifies no accumulation of unburned gas. The system will be re-designed by a consultant to provide automatic re-ignition without a continuous flame. Target Completion 6/30/00. n. Thickened Sludge Pump No. 2 -The stator has been replaced. Completed. o. Centrifuge No. 1 - Refer to Item l.e. p. Electrical Conduits not painted -The conduits will be painted. TaCEet Completion Date 9/30/99. q. Odor Control Pre-Chlorination System Inoperable -The system is not utilized due to the high operating costs and since odor problems are not severe. Re- evaluation of the system would occur in the event odor problems are encountered in the future. No further action at this time is proposed. r. Flow proportioned Chlorination system -The Wastewater Division has obtained a flow proportioned system. Installation is pending receipt of all material. Target Completion 12/30/99. s. Chlorine Contact Detention Time -Chlorine Contact is provided in the effluent line. The Wastewater Division will perform a dye test to confirm detention times from the effluent facility to the old Hilo STP facility and will perform bacterial and chlorine sampling to ensure NPDES permit requirements are being met. Target Completion 8/30/99. t. Staff Vacancies -The Sewer Maiptenance Supervisor's position has been permanently filled. The County intends to fill the vacant mechanic and Letter to Thomas E. Arizumi Page 4 of 4 July 14, 1999 assistant operator positions and is pursuing a final resolution to the WTP Supervisor position. Target Completion 6/30/00. u. Stairway Railing - An additional rail has been installed. Completed. v. Non-Portable Water Warning Sign -The warning sign has been replaced. Completed. w. Main Security Gate at Access Roadway -Access to the Wastewater Treatment plant during working hours is controlled at the facility by a gate to the plant The gate is posted with a sign indicating that only Authorized Entrants are allowed entry. The access road gate is chained during non-working hours. Failure to connect electrical power to the automatic access road gates was due to an inability to obtain electrical easements. Since access into the facility is controlled, no further action is proposed. x. Sewer User Charge Inadequate -The Wastewater Division will be proposing revisions to the Hawaii County Code to increase user rates. Target Completion 6/30/00. y. Equipment Replacement Fund -The Wastewater Division will be increasing repairs and replacement of equipment. The County intends to hire a new civil engineer who would be responsible for designing and/or contracting the necessary equipment upgrades or replacement.
