Your Committee on Planning,to which was referred Bill No. 17, reports as follows:
Bill No. 17,transmitted by Mayor Harry Kim via Communication No. 65, dated January 4, 2019,
amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning) of the Hawai`i County
Code 1983 (2016 Edition, as amended), by changing the district classification from Single Family
Residential— 15,000 square feet(RS-15) to Single Family Residential— 10,000 square feet(RS-10) at
Waiakea Homesteads 1St series, Waiakea South Hilo, Hawai`i, covered by Tax Map Key: 2-4-021:059.
Mayor Kim forwarded the Windward Planning Commission's favorable recommendation for this
change of zone, which would create a two-lot subdivision whereby the applicant would immediately
apply for subdivision approval with each lot a minimum of 10,000 square feet in size. An existing,
dilapidated single-family dwelling on the property would then be demolished, and a new single-family
dwelling built on each of the proposed lots.
Hawai`i County Planning Program Manager Jeff Darrow appeared before the Committee to answer
questions as the applicant, Miroslav Neskovic, was not present.
Committee Vice Chair Susan L. K. Lee Loy wanted assurances that the only intention of the bill was to
create two lots for subdivision and nothing else. After Mr. Darrow confirmed that this was the case,
Vice-chair Lee Loy explained she was in favor of its passage as the project follows the guiding
principles of infill development and maximizing housing opportunities for the community. Committee
Chair Ashley Kierkiewicz further noted that this project mirrors others that are currently taking place in
the subdivision.
Council Member Herbert M. "Tim"Richards, III stated he hoped that the project would be in keeping
with the character of the community as a whole. Committee Vice-chair Lee Loy said she was in favor of
creating more density in areas where the infrastructure already exists, as in this case, particularly for
more residential projects. Council Member Richards further noted the benefit of having planning
projects come before the Council for review, as Council Members from their respective districts have an
opportunity to review and make sure development is appropriate for the area.
Council Member Matt Kaneali`i-Kleinfelder noted that he believed applicants should be present at the
Committee meeting, "to talk to us about what they are doing."

The vote was then taken on the motion to move this measure to council with a positive recommendation
and passed unanimously with nine "ayes."
Your Committee on Planning is in accord with the purpose and intent of Bill No. 17, and recommends
its passage on first reading.
