No. 66/Bill No. 18 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:33 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning,to which was referred Bill No. 18, reports as follows: <br /> Bill No. 18,transmitted by Mayor Harry Kim via Communication No. 66, dated January 4, 2019, <br /> amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning) of the Hawai`i County <br /> Code 1983 (2016 Edition, as amended), by changing the district classification from Single Family <br /> Residential— 10,000 square feet(RS-10)to Neighborhood Commercial—20,000 square feet(CN-20) at <br /> Waiakea House Lots, Waiakea South Hilo, Hawai`i, covered by Tax Map Key: 2-2-034:086. <br /> Mayor Kim forwarded the Windward Planning Commission's favorable recommendation to develop a <br /> paved parking lot for tenant employees and overflow parking for customers of the Manono Street <br /> Marketplace adjacent to the south of the subject property. <br /> Hawai`i County Planning Program Manager Jeff Darrow appeared before the Committee to answer <br /> questions as the applicant, Gina Hara Chun Family Limited Partnership, Gina Hara Chun, PB, and Hara <br /> Chun Realty, LLC, was not present. Mr. Darrow explained that the Manono Street Marketplace housed <br /> several popular businesses and restaurants and was in need of more parking. The applicant purchased <br /> the lot next to the marketplace in order to create more parking, primarily for employees and as overflow <br /> for patrons. He also noted that one of the conditions listed would consolidate this property with the <br /> Manono Street Marketplace. <br /> Council Member Matt Kaneali`i-Kleinfelder expressed his dismay that the applicant was not present to <br /> discuss the project. <br /> Council Member Maile David wondered if consolidation of the lot with Manono Street Marketplace <br /> would increase the possibility of other building development instead of just the proposed parking lot. <br /> Mr. Darrow stated that Conditions I and J addressed this concern and should anything outside of a <br /> parking lot be proposed in the future, a Traffic Impact Analysis Report would be necessary as well as a <br /> requirement to secure county water/sewer. <br /> Council Member Karen Eoff stated it was important to have applicants present before the Committee <br /> and wondered if they had been contacted, and whose responsibility that was. She stated she would <br /> vote in favor of the measure to pass it on to Council and hoped that the applicant could appear at that <br /> PC Report No. 7 <br />
