No. 66/Bill No. 18 PLACE: Council Chambers Hilo, Hawai`i TIME: 9:33 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawaii 96720 Your Committee on Planning,to which was referred Bill No. 18, reports as follows: Bill No. 18,transmitted by Mayor Harry Kim via Communication No. 66, dated January 4, 2019, amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning) of the Hawai`i County Code 1983 (2016 Edition, as amended), by changing the district classification from Single Family Residential— 10,000 square feet(RS-10)to Neighborhood Commercial—20,000 square feet(CN-20) at Waiakea House Lots, Waiakea South Hilo, Hawai`i, covered by Tax Map Key: 2-2-034:086. Mayor Kim forwarded the Windward Planning Commission's favorable recommendation to develop a paved parking lot for tenant employees and overflow parking for customers of the Manono Street Marketplace adjacent to the south of the subject property. Hawai`i County Planning Program Manager Jeff Darrow appeared before the Committee to answer questions as the applicant, Gina Hara Chun Family Limited Partnership, Gina Hara Chun, PB, and Hara Chun Realty, LLC, was not present. Mr. Darrow explained that the Manono Street Marketplace housed several popular businesses and restaurants and was in need of more parking. The applicant purchased the lot next to the marketplace in order to create more parking, primarily for employees and as overflow for patrons. He also noted that one of the conditions listed would consolidate this property with the Manono Street Marketplace. Council Member Matt Kaneali`i-Kleinfelder expressed his dismay that the applicant was not present to discuss the project. Council Member Maile David wondered if consolidation of the lot with Manono Street Marketplace would increase the possibility of other building development instead of just the proposed parking lot. Mr. Darrow stated that Conditions I and J addressed this concern and should anything outside of a parking lot be proposed in the future, a Traffic Impact Analysis Report would be necessary as well as a requirement to secure county water/sewer. Council Member Karen Eoff stated it was important to have applicants present before the Committee and wondered if they had been contacted, and whose responsibility that was. She stated she would vote in favor of the measure to pass it on to Council and hoped that the applicant could appear at that PC Report No. 7 PC-7 Page 2 February 4, 2019 time. Council Member Herbert M. "Tim" Richards, III also wanted to echo Council Members Kaneali`i-Kleinfelder and Eoff s concern that the applicant was not present, particularly given that this is a commercial project. Planning Committee Chair Ashley Kierkiewicz noted that it was the responsibility of her office to notify applicants of meetings, and assured the Committee that she would let the applicants not present today know of the nature of the discussions that had taken place and would ask them to be present for future meetings. A roll call vote was then taken on the motion to move this measure to council with ap ositive recommendation and passed unanimously with nine "ayes."
