Your Committee on Finance, to which was referred Communication No. 77, reports as follows:
Communication No. 77, transmitted by Mayor Harry Kim, dated January 16, 2019, nominates
Lawrence L. Heintz to the Hawai`i County Board of Ethics.
Ms. Rose Bautista, Executive Assistant to Mayor Kim, introduced Lawrence Heintz. Mr. Heintz
is an Emeritus Professor of Philosophy and was part of the University of Hilo faculty for 30
years. He also serves as a Consulting Medical Ethicist of Hawaii Medical Center. He obtained
his Doctor of Philosophy degree from the University of California, Santa Barbara. If confirmed,
he will serve to fill a term expiring December 31, 2023.
Nominee Heintz was present and expressed that it would be an honor to serve on the Board of
Ethics. Several Council Members commented in favor of his nomination.
Chair David stated that Mr. Heintz did not need to appear at the next Council meeting for
confirmation of his appointment.
Pursuant to Article XIV, Section 14-5, Hawai`i County Charter, there is established a Board of
Ethics, which shall consist of five members, appointed by the Mayor and confirmed by the
Council.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 77,
and recommends confirmation of the appointment of Lawrence L. Heintz to the Hawai`i County
Board of Ethics.
