Your affirmative action plan dated July 22, 1999 satisfactorily addressed the
deficiencies cited in our inspection reports for the sub,lect sewer systems.
Also, in response to your request to clarify our statement that "it appears
that current sewer user charges are not sufficient to fund the work," we have
the following comments:
1. The operation and maintenance inspection of the Hilo Wastewater
Treatment Plant which was conducted on August 18, 1998 cited numerous
equipment deficiencies as well as construction design deficiencies which
have not been corrected;
2. It was reported that the County sewer fund was being subsidized with
general funds; and
3. The old sewer lines in the system will eventually need to be replaced Or
rehabilitated. Replacement costs based on past contracts are estimated
to be at least a million dollar per mile of line.

has no record of receiving any comment back from Mr. Arizumi of the State Department
of Health in regards to your August 3~ letter (attached).
Would you please have your staff let us know whether your office has received a
response from Mr. Arizumi? And, if so, would you please have your staff forward a copy
of that letter to Mr. Tyler at the Kona Council Office by pouch or fax. The fax number is
