RESOLUTION NO.
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO ASSIST THE HAWAII FIRE DEPARTMENT
WITH EXPENSES RELATED TO THE BIG ISLAND JUNIOR LIFEGUARD
PROGRAM.
WHEREAS, the Hawaii Fire Department, Ocean Safety Bureau, is tasked with the
development and delivery of ocean safety operations and public safety education programs that
are designed to maintain safety services, promote preventative actions, and facilitate basic
emergency life support functions; and
WHEREAS, the Hawaii Fire Department and Hawaii Lifeguard Association are
cosponsors of the Big Island Junior Lifeguard Program, which is an island wide effort to promote
ocean safety through education and activities; and
WHEREAS, this program provides youth between the ages 12 and 17 training on water
safety, first aid, CPR, and surf rescue techniques with an emphasis on beach and ocean
awareness; and
WHEREAS, the trainings will be held from June to July 2019, with five-day sessions in
Hilo, Punalu`u, Kona, and Hapuna; and
WHEREAS, the Hawaii Fire Department is requesting funds to assist with costs related
to the Big Island Junior Lifeguard Program; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 6 will be appropriated to the Hawaii Fire
Department to assist with expenses related to the Big Island Junior Lifeguard Program.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Fire Chief and Director of Finance, and that the Director of Finance is hereby
authorized to make the necessary transfers in accordance with the terms of this resolution.
