RESOLUTION NO. 74 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MALAMA 0 PUNA
FOR THE PAHOA ROUNDABOUT LANDSCAPING.
WHEREAS, Malama 0 Puna is a 501(c)(3)nonprofit organization that focuses on the
environment by planting trees, shrubs, and groundcovers to enhance natural landscape; and
WHEREAS, Malama 0 Puna has entered into a contract with the State of Hawai`i
Department of Transportation to perform landscaping services at the Pahoa Roundabout entrance
to Pahoa and Puna Makai,which is the first impression and point of introduction most tourists
have when visiting Pahoa and nearby points of interest; and
WHEREAS, Malama 0 Puna believes that a well-landscaped entry to Pahoa Village and
Puna Makai will increase civic pride, reduce crime, increase tourist interest and spending, and a
general aid in the revitalization of Pahoa; and
WHEREAS, Malama 0 Puna is requesting funds to purchase mulch, miscellaneous
plants, herbicide, safety vests, and liability insurance for the Pahoa Roundabout Landscaping;
and
WHEREAS, one of the goals of Research and Development is to increase the economic
contribution of the visitor industry to Hawai`i Island; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment,materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 5 will be appropriated to the Department of
Research and Development to provide a grant to Malama 0 Puna for the Pahoa Roundabout
Landscaping.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
