RESOLUTION NO. 72 19 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MALAMA 0 PUNA TO ASSIST WITH ITS OPERATION MICONIA PROJECT IN PAHOA. WHEREAS, Malama 0 Puna is a 501(c)(3) local nonprofit organization whose mission is to assure critical habitat for native species and open space for future generations; and WHEREAS, Miconia calvescens (Melastomataceae) is on the Hawai`i State Noxious Weed List and is an extremely invasive species of tree from South America that matures quickly, has a shallow root system, shades out nearly all other forest plants, and increases the possibility of erosion and landslides; and WHEREAS, Miconia is infesting areas around Pahoa town,which may pose a threat to the nearby Wao Kele 0 Puna forest reserve; and WHEREAS, Malama 0 Puna is requesting funds to cover expenses that include, but are not limited to, materials, supplies, tools, herbicide, and subcontracted labor to conduct Operation Miconia in certain areas in Pahoa to eradicate Miconia; and WHEREAS, one of the objectives of the Department of Research and Development is to support research or extension projects on invasive species; and WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 5 will be appropriated to the Department of Research and Development to provide a grant to Malama 0 Puna to assist with its Operation Miconia project in Pahoa. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below:
