Amended), Relating to the General Excise and Use Tax Surcharge. Increases the general excise and
use surcharge from one-quarter percent to one-half percent beginning January 1, 2020, and amends the
sunset date of December 31, 2020,to December 31, 2030. Ayes: Council Members Chung, David,
Kierkiewicz, Lee Loy, Poindexter, Villegas, and Acting Chair Eoff—7;Noes: Council Members

Bill 26: Amends Ordinance No. 18-68, as Amended,the Operating Budget for the County of Hawai`i
for the Fiscal Year Ending June 30, 2019. Appropriates revenues in the Miscellaneous Private
Contributions account($20,000); and appropriates the same to the Cities for Financial Empowerment,
Financial Empowerment Center Plan—Private. Ayes: Council Members Chung, David,
Kaneali`i-Kleinfelder, Kierkiewicz, Lee Loy, Poindexter, Richards,Villegas, and Acting Chair Eoff—

Bill 27: Amends Ordinance No. 18-68, as Amended,the Operating Budget for the County of Hawai`i
for the Fiscal Year Ending June 30, 2019. Appropriates revenues in the State—Department of
Business, Economic Development and Tourism(DBEDT) Social Transportation Grant account
($750,000); and appropriates the same to the DBEDT Social Transportation Grant. Ayes: Council
