RESOLUTION NO. 75 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MALAMA O PUNA
FOR THE PAHOA ROUNDABOUT LANDSCAPING.
WHEREAS, Malama O Puna is a 501(c)(3) nonprofit organization whose mission is to
assure critical habitat for native species and open space for future generations through
environmental education, hands-on projects, advocacy, watch -dogging, and land trusting; and
WHEREAS, Malama O Puna was granted a contract with the State of Hawaii
Department of Transportation to provide and maintain landscaping features at the Pahoa
Roundabout on Highway 130; and
WHEREAS, the Pahoa Roundabout is often a motorist's first introduction to the
historical town of Pahoa and Puna Makai, which emphasizes the significance of properly
maintained and visually pleasing highway features; and
WHEREAS, investments in a handsomely -landscaped entry will also increase civic
pride, reduce crime, increase tourism, and promote the overall revitalization of Pahoa and the
Puna District; and
WHEREAS, Malama O Puna is requesting funds to enable them to maintain the
landscaping features at the Pahoa Roundabout including mulch, plants, herbicide, and liability
insurance; and
WHEREAS, the Hawaii County Department of Research and Development supports
developing local economies that are diverse, stable, and increase the economic contribution of
the visitor industry to Hawaii Island; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Research and Development to provide a grant to Malama O Puna for the Pahoa Roundabout
Landscaping.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
