Dear Councilman Tyler.
This is in response to your proposed amendments to Chapter 2, Azticle 2S of the Hawaii County
Code 1983 regarding County of Hawaii grants to nonprofit organizations. The proposal to define
an orderly reappropriation process in the event an organisation awarded County funds can no
longer provide services for which a grant was appropriated, and requiring nonprofit agencies to
submit ayear-end report of expenditures will assure accountability in the use of public funds.
The Salvation Army-Hilo/Kona Iaterim Home will support these amendments as proposed.
