CALL TO ORDER: The public hearing of the Hawaii County Council was called to order by
Chair Aaron S. Y. Chung at 5:30 p.m., in the Council Chambers, Kailua-Kona.

PURPOSE OF The hearing was held to hear testimony from the public pursuant to the
HEARING: requirements of Section 46-16.8(c) of the Hawaii Revised Statutes, which
requires a public hearing prior to adoption of a county surcharge on state tax.
Bill 19 increases the general excise and use tax surcharge from one-quarter
percent to one-half percent, with the increase to be applied beginning January 1,
2020, and also amends the automatic date of repeal from December 31, 2020, to
December 31, 2030.
