Re: Capital Budget
Recovery from the 2018 Lava Flow continues to cost the County millions of dollars since lava
began to flow in Lower Puna in May. House Bill No. 1180, House Draft 1 proposes the transfer of
$60,000,000 to the County of Hawai`i. $20,000,000 of these funds are as a subsidy to the County
and $40,000,000 are in the form of a loan to the County. This loan to the County is to provide
matching funds to obtain non-state funds, including federal funds, in order to provide relief,
recovery, mitigation, and remediation assistance for disaster damage, losses, and suffering caused
by the volcanic eruption.
Enclosed is a resolution to enter into an agreement to accept the loan portion of these funds. Also
enclosed is a bill amending Ordinance 18-69,the Capital Budget, by adding the project titled
"2018 Lava Flow Project Assistance—State Loan", and appropriating this $40,000,000 loan for
this project.
We are requesting that this resolution and bill be waived from the Finance Committee to be placed
on the March 13, 2019 Council agenda in order to ensure that these monies are available to be

OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF
HAWAI`I PURSUANT TO HRS 46-7, TO ACCEPT FUNDS AS A LOAN TO THE
COUNTY OF HAWAI`I
Bill No. 37 : AN ORDINANCE TO AMEND ORDINANCE NO.
18-69, AS AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND
FINANCING FOR THE FISCAL YEAR JULY 1, 2018 TO JUNE 30, 2019
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
