House Bill No. 1180, House Draft 1 proposes the transfer of $60,000,000 to the County of Hawai`i. $20,000,000 of these funds are as a subsidy to the County and $40,000,000 are in the form of a loan to the County. This loan to the County is to provide matching funds to obtain non-state funds, including federal funds, in order to provide relief, recovery, mitigation, and remediation assistance for disaster damage, losses, and suffering caused by the volcanic eruption. Enclosed is a resolution to enter into an agreement to accept the loan portion of these funds. Also enclosed is a bill amending Ordinance 18-69,the Capital Budget, by adding the project titled "2018 Lava Flow Project Assistance—State Loan", and appropriating this $40,000,000 loan for this project. We are requesting that this resolution and bill be waived from the Finance Committee to be placed on the March 13, 2019 Council agenda in order to ensure that these monies are available to be spent as quickly as possible. In reviewing this matter,timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review.
