County of Hawaii—State of Hawaii
Resolution No. 338
WHEREAS, the Hawaii County Council at a hearing before
the State House Policy Committee on January 10, 1975, testified
and requested that the Eighth Session of the Hawaii State
Legislature study and correct the inequities in the method
of assessing real property; and
WHEREAS, recurring citizen complaints have been mounting
to a point where an organization has now been formed and a
petition being circulated protesting excessive increases
in valuations assessed on residential and commercial properties,
specifically, in the South Kohala district; and
WHEREAS, excessive, inequitable assessments adversely
affect all property owners, moreso the grass-roots residents,
especially those on fixed or low income, both young and old;
and
WHEREAS, the classification of land according to its
highest and best use and the consideration of comparable sales
and potential use in the determining of fair market value
as compared with actual use, tends to compel the development
of land contrary to the desires and financial capabilities
of the owner; and
WHEREAS, the Hawaii County Council is concerned about
the plight of our people affected by inequities of the real
property tax assessment methodologies.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that it requests a study be made by the
Department of Taxation as to the allegations of excessive
and arbitrary valuations of real property here in the County
of Hawaii and report back to the County Council prior to
May 1st, 1975.

BE IT FURTHER RESOLVED that the County Clerk be and
is hereby directed to forward copies of this resolution
to the Honorable George Ariyoshi, Governor of the State of
Hawaii, the Honorable John Ushijima, President of the State
Senate, the Honorable James Wakatsuki, Speaker of the State
House of Representatives, State Director of Taxation Gordon
Wong, and the Honorable Herbert Matayoshi, Mayor of the
County of Hawaii.
