RESOLUTION NO. 97 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO NA MAKA HALOA 0
WAIPI`O FOR ITS "KUKULU KUMUHANA 0 PUNA" YOUTH PROGRAM.
WHEREAS,Na Maka Haloa o Waipi`o is a 501(c)(3) nonprofit organization whose
purpose is to preserve and restore indigenous Hawaiian culture, farming traditions, fishing
practices, and hula; and
WHEREAS,the mission of Na Maka Haloa o Waipi`o's "Kukulu Kumuhana o Puna"
youth program is to perpetuate the practices of the indigenous culture of Hawai`i and to advocate
for the well-being and future of Hawai`i's youth and our environment; and
WHEREAS, the "Kukulu Kumuhana o Puna" youth program includes educational
workshops and activities promoting economic development and global awareness through
Hawaiian culture, language, values, and traditions; and
WHEREAS, the "Kukulu Kumuhana o Puna" youth program has a youth mentorship
component that collaborates with youth peers from other areas of Hawai`i, several states, and all
over the world, which includes Aotearoa, Tahiti, China, and Korea; and
WHEREAS,Na Maka Haloa o Waipi`o is requesting funding assistance to purchase
educational materials and supplies, as well as to cover travel expenses for field trips and site
visits and other miscellaneous costs associated with its "Kukulu Kumuhana o Puna"youth
program; and
WHEREAS, one of the goals of the Department of Liquor Control is to support alcohol-
free and drug-free community programs; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Liquor Control to provide a grant to Na Maka Haloa o Waipi`o for its "Kukulu Kumuhana o
Puna"youth program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
