WHEREAS, the 92nd Congress of the United States enacted
Public Law 92-346, "To authorize a study of the feasibility and
desirability of establishing a unit of the National Park System
in order to preserve and interpret the site of the Ponokohau
National Historic Landmark in the State of Hawaii, and for other
purposes, " ; and
WHEREAS, the Congress of the United States, " . . . finds
the site of Porokohau National Historic Landmark in the State of
Hawaii encompasses unique and nationally significant cultural,
historical and archaeological resources and believes that it may
be in the national interest for the United States to preserve and
interpret those resources for the education and inspiration of
present and future generations, " ; and
WHEREAS, the Congress of the United States, " . . . further
believes that it is appropriate that the preservation and inter-
pretation at that site be managed and performed by native Hawaiians
to the extent practical and that training opportunities be provided
such persons in management and interpretation of those cultural,
historical, and archaeological resources," ; and
WHEREAS, the Hawaiian population has indicated overwhelming
and positive support in concurrence with the objectives and
proposals set forth through a series of eight (8) lengthy and
intensive Public Hearings held on the islands of Hawaii, Maui,
Molokai, Oahu, and Kauai; and
WHEREAS, the Honokohau Study Advisory Commission, duly
appointed by the Secretary of the Interior, is comprised of
fifteen (15) knowledgeable citizens of the State of Hawaii ,
including thirteen (13) Hawaiians and part-Hawaiians and an
outstanding authority on Hawaiian anthropology and archaeology;
and
WHEREAS, the conclusions of the Honokohau Advisory Commis-
sion drawn from the expressions of the Hawaiian population and
others in the State of Hawaii at the aforementioned public
hearings and elsewhere, indicated that it is in the best interests
of the citizens of the County of Hawaii, the State of Hawaii, and
the United States of America that these qualities of cultural,
historical, and archaeological significance be preserved and inter-
preted for the education, enjoyment, and inspiration of present and
future generations; and
WHEREAS, the proposal Spirit of Kaloko-Honokohau and accom-
panying draft environmental statement pi47617E4UETTEZhdvisory
Commission and National Park Service to the Secretary of the
Interior has received their encouragement and endorsement as a
National Historical Park as a future consideration; and

WHEREAS, the establishment of this historical park is
consistent with the aims and objectives regarding the preservation
and perpetuation of historical sites as set forth in the provisions
of the Hawaii County General Plan.
NOW, THEREFORE, BE IT RESOLVED BY THF COUNCIL OF THE COUNTY
OF EAWAII that it s.upports and encourages the establishment and
funding for the Honokohau Historical Park by the Congress of the
United States as a unit of the National Park Systems at the site
of the Honokohau National Historic Landmark and requests the State
of Hawaii, the National Park Service and the Department of the
Interior to assist and implement the actions necessary to create
and establish the Honokohau Historical Park as proposed by the
Honokohau Study Advisory Commission.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii be and is hereby directed to transmit copies of this
Resolution to the Honorable Gerald Ford, President of the United
States; the Honorable Nelson Rockefeller, Vice President of the
United States; the Honorable Carl Albert, Speaker of the U. S.
House of Representatives; the Honorable Hiram L. Fong, U. S.
Senator; the Honorable Daniel K. Inouye, U. S. Senator; the
Honorable Spark M. Matsunaga, U. S. Representative; the Honorable
Patsy T. Mink, 7. S. 7?epresentative; the Honorable George R.
Ariyoshi, Governor of the State of Hawaii; the Honorable John T.
Ushijima, President of the State Senate; the Honorable James H.
Wakatsuki, Speaker of the State House of Representatives; the
Honorable Christopher Cobb, Chairman and Member of the Board of
Land and Natural Resources; and the Honorable Herbert T. Matayoshi,
Mayor of the County of Hawaii.
