HomeMy WebLinkAboutRES 396 Draft 01 1972-1976 County of Hawaii—State of Hawaii Resolution No. 396 WHEREAS , there is an urgent need facing our nation to develop alternate energy sources ; and WHEREAS , of the several alternate sources under considera- tion, ocean thermal conversion shows tremendous potential, and WHEREAS, the Ke-Ahole natural energy laboratory site, located on the western coast of the Island of Hawaii has been determined by scientists as the most logical location for such tests because of its oceanography, geography and land- based facilities ; and WHEREAS , Lockheed and TRW Corporations , hired by the government to investigate the economic and technological feasibility of the proj ect, have also given highly favorable reports on the Ke-Ahole Point site; and WHEREAS , Congress has appropriated $20 billion that must be spent over a period of 10 years on non-nuclear research and development for alternate energy studies ; and WHEREAS , the U. S . Energy Research and Development Adminis- tration must make the final determination by June 30, 1975 , on committing the current year' s $1 billion budget for an ocean- based power plant through thermal conversion. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it strongly urges the U. S . Energy Research and Development Administration to select the Ke-Ahole natural energy laboratory on the Island of Hawaii as the location for the construction of an ocean-based power plant because of its overall acknowledged advantages over other sites . BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be and is hereby directed to transmit copies of this Resolution to the Honorable Gerald R. Ford, President of the United States ; the Honorable Carl Albert, Speaker of the U.S . House of Represen- tatives ; the Honorable Hiram L. Fong, U. S . Senator; the Honorable Daniel K. Inouye, U. S . Senator; the Honorable Spark M. Matsunaga, U. S . Representative; the Honorable Patsy T. Mink, U.S . Represen- tative; the Honorable Robert C. Seamans , Jr. , U.S . Energy Research & Development Administration; the Honorable George R. Ariyoshi, Governor of the State of Hawaii; the Honorable John T. Ushijima, President of the State Senate; the Honorable James H. Wakatsuki, Speaker of the State House of Representatives ; the Honorable John W. Schupe, Chairman of the State Committee on Alernate Energy Sources for Hawaii; the Honorable George Koga, President of the Hawaii State Association of Counties ; the Honorable George Akahane, Chair- man of the Hawaii State Association of Counties Energy Action Committee.
