Resolution No. 397
WHEREAS , Ohia and Koa are the predominant forest types
in Hawaii andoccupy nearly one million acres in the Hawaiian
Islands; and
WHEREAS , these native forest types provide a variety of
resource values , including watershed cover, timber, recreation
opportunities, and habitat for wildlife; and
WHEREAS, in thousands of acres of Ohia-Koa rain forests
on the Island of Hawaii, trees are dying at an epidemic rate;
and
WHEREAS , loss of the dominant tree cover over large areas
of these forests and will have negative effects on water
resources , scenery, recreation, timber resources , and the many
rare and endangered native birds which are dependent on the forest
habitat; and
WHEREAS , scientific research efforts to determine the
cause of the Ohia forest decline have not as yet produced
reasons for the decline nor possible solutions for the control
of the Ohia forest decline; and
WHEREAS , the epidemic proportions of the decline dictate
that an immediate, coordinated and concentrated research effort
be taken to successfully deal with the causes and control of
the Ohia forest decline at the earliest possible date; and
WHEREAS , the seriousness of the Ohia decline problem has
been recognized by the Institute of Pacific Islands Forestry, and
a five-year program to deal with the decline has been developed
in collaboration with scientists of the U.S . Forest Service ,
University of Hawaii, Bishop Museum, as well as Hawaii Division
of Forestry Administrators ; and
WHEREAS , the State of Hawaii is earnestly and
enthusiastically supporting the five-year research proposal
with funds and other support resources ; and
WHEREAS , the County of Hawaii is supporting the five-year
research proposal with substantial in-kind support services ; and
WHEREAS , the said five-year proposal will necessarily
cost more than is presently being expended on the Ohia forest
decline problem,
NOW, THEREFORE , BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that the U.S . Federal Government expand its
commitment to solve and control the Ohia forest decline by
expanding its commitment to $350 ,000 from the current $100 ,000
per year.
BE IT FURTHER RESOLVED that copies of this Resolution be
transmitted to all of the Honorable Members of the Senate
Interior and Related Agencies Subcommittee , to the Honorable
U.S . Senator Hiram Fong, to the Honorable U.S . Senator Daniel K.
Inouye, to the Honorable U.S . Representative Sparky Matsunaga,
and to the Honorable U.S. Representative Patsy T. Mink.
