These new positions are needed to implement the Federal Emergency Management Agency's Disaster Case Management Program. The Planning Department requests that this resolution be waived from the Finance Committee and be placed,on the March 28, 2019 Council agenda in order to expedite the implementation of the Disaster Case Management Program. REQUEST: Requesting a resolution to create three (3) new, temporary positions to implement the Disaster Case Management Program (DCMP) for DR-4366-HI. The DCMP is a federally funded program administered by the Department of Homeland Security's Federal Emergency Management Agency (FEMA). The resolution creates the following three (3) temporary positions (not-to-exceed June 30, 2020): - Program Manager(SR24, BU13) -Accountant II (SR20, BU13) - Program Support Technician (SR13, BUO3) Request to waive Committee and for request to be placed on the March 28, 2019, Council meeting agenda. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): On November 5, 2018, the County of Hawai'i submitted a Disaster Case Management Program grant application to the Federal Emergency Management Agency to provide long-term case management services to the survivors of Kilauea Eruptions. The County was awardedU$ 1,734,372.98 in funding. The DCMP is a time-limited program that will be delivered by a contracted social service provider. The contract will be administered by County staff. The DCMP includes the following: -Assessment of the survivor's verified disaster-caused unmet needs; - Development of a goal-oriented plan that outlines the steps necessary to achieve recovery; - Organization and coordination of information on available resources that match the disastercausedneed;- - Monitoring of progress toward reaching the recovery plan goals, and when necessary, client advocacy.
