Dear Chairman Chung and Council Members:
It is my pleasure to nominate Michael O'Loughlin, Sr. of Council District 9 to the
Transportation Commission. Mr. O'Loughlin retired from the State of California where
he worked for 32 years and held various management and supervisory positions in the
areas of public works, transportation, and in school districts.
Prior to retirement, Mr. O'Loughlin also coached football, rugby and weightlifting for
many years. A frequent visitor to the islands, Mr. O'Loughlin settled in Waikoloa with
his family nearly five years ago. As a retiree, he now wants to apply his work
experience and knowledge in areas that may be beneficial to his new community.
Mr. O'Loughlin holds a BS in Business Administration from Menlo College in Atherton,
California. He states that he is not a member of any political party. If confirmed, he
will serve a vacant term.
Additionally, I respectfully request that Mr. O'Loughlin's nomination be waived past
Committee hearing and be heard directly to full Council as the Transportation
Commission has not been able to conduct business for several months for lack of
quorum. Should you have any questions, please contact me at your earliest
convenience. Your review and favorable confirmation is requested.

RE: Communication No. 178 : Nomination of Michael O'Loughlin Sr. to the
Transportation Commission.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Public Works and Mass Transit to the full Council for immediate
action. In reviewing this matter,timely approval is crucial. It is therefore advantageous that
approval is granted and the matter be placed onto the next Council agenda for review. However,
in the event this request is denied, for whatever reason, I understand the matter shall be referred
to the Committee on Public Works and Mass Transit for placement on its future agenda.
