Re: Capital Budget
Enclosed is a bill for an ordinance amending the Capital Budget to increase the current fiscal
year's appropriation of the Village 9 Homeless and Affordable Rental Project by$20,000,
bringing the total to $204,000. This additional appropriation will be funded by The State of
Hawaii, Hawai`i Housing Finance and Development Corporation (HHFDC).
Due to the urgency of addressing homelessness issues,the Office of the Mayor requests that this
bill be waived from the Finance Committee in order for it to be placed on the March 28, 2019
Council agenda. If there are any questions,please do not hesitate to call Roy Takemoto at 961-

A. REQUEST:
Please prepare a bill for an ordinance to amend Ordinance No. 18-69, the Capital Improvement Budget, to
appropriate $20,000 for the Village 9 Homeless and Affordable Housing Project.
Please request a waiver of committee due to the urgency of addresssing homelessness issues.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Council authorized the Mayor to enter into an agreement by Resolution No. 523-18 relating to a
Memorandum of Agreement that documents the State's commitment to lease 15-20 acres of a 35.774-acre
site to the County for a homeless facility and to reimburse the planning expenses (i.e., master plan and
environmental assessment). HHFDC would use the balance of the site for an affordable rental project. Both
projects would be planned together to optimize infrastructure requirements and assess the cumulative
impacts. The Council appropriated $184,000.00 in Ordinance No. 18-69, last fiscal year's capital budget, to
be funded by the State. The State HHFDC agreed to fund the additional $20,000 to conduct a charrette to
develop the master plans.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
