Your Committee on Planning, to which was referred Communication No. 146, reports as follows:
Communication No. 146, transmitted by Mayor Harry Kim on February 22, 2019, submitted for the
Council's review and requesting a favorable confirmation of his nominee, Heather Kimball, to the Board
of Appeals. It was noted that Ms. Kimball is a business owner, scientist,teacher, leader, and licensed
private pilot with a Bachelor of Science Degree in Biology from the University of Michigan and a Master
of Science Degree in Tropical Conservation Biology from the University of Hawai`i. In addition to
residing in Hawai`i for 15 years and being a member of the Democratic Party, Ms. Kimball volunteers her
time to community organizations such as Sierra Club, Kamehameha Canoe Club, and Zonta International.
Executive Assistant Rose Bautista appeared before the Planning Committee with Ms. Kimball and
reiterated the information provided in Communication No. 146. Ms. Kimball stated she was honored to be
nominated. Committee Vice Chair Sue L. K. Lee Loy thanked Ms. Kimball for her willingness to serve
on the Board of Appeals, noting the work was very technical and its importance as the last step before
Council Members Tim Richards, Karen Eoff, Maile and
court proceedings could be initiated. Cou i

Rebecca Villegas all followed suit and expressed their gratitude for Ms. Kimball's willingness to serve.
The vote was taken on the motion to move this measure to Council with a positive recommendation and
passed unanimously with eight"ayes."
Planning Chair Ashley Kierkiewicz notified Ms. Kimball that she was not required to appear at the full
Council meeting on March 28, 2019.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 146, and
recommends confirmation of the appointment of Heather Kimball to the Board of Appeals.
