REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: March 12, 2019 Re: Comm. No. 147 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:03 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Communication No. 147, reports as follows: <br /> Communication No. 147, transmitted by Mayor Harry Kim on February 22, 2019, submitted for the <br /> Council's review and requesting a favorable confirmation of his nominee, Arne Werchick, to the Kailua <br /> Village Design Commission. Mr. Werchick is a retired attorney with a Juris Doctor from the University <br /> of California and currently serves as the Kona Board Secretary for Friends of the Library. The <br /> communication indicated that Mr. Werchick has had a lifelong interest in community planning and <br /> development and that he had previously served on the County Board of Appeals. A member of the <br /> Democratic Party, Mr. Werchick is eligible to serve on the Commission a seat representing a property <br /> owner in the Kona District. <br /> Appearing before the Planning Committee videoconference in Kona was Mr. Werchick, accompanied by <br /> Executive Assistant Rose Bautista in Hilo. Ms. Bautista reviewed Mr. Werchick's qualifications as listed <br /> in Communication No. 147. Mr. Werchick stated that he has always taken an interest in community <br /> planning and has volunteered his time over the years in many capacities. He noted that he often found <br /> himself as the "middle vote" in the"development and preservation clash"that frequently ensues in <br /> planning discussions. <br /> All Council Members thanked Mr. Werchick for his willingness to serve on the Kailua Village Design <br /> Commission. In particular, Council Member Maile David noted that she had grown up in Kailua Village <br /> during the 1950s and 60s and that she was hopeful Mr. Werchick would"help keep the essence" of the <br /> area. <br /> The vote was taken on the motion to move this measure to Council with a positive recommendation and <br /> passed unanimously with eight"ayes." <br /> Planning Chair Ashley Kierkiewicz notified Mr. Smith that he was not required to appear at the full <br /> Council meeting on March 28, 2019. <br /> Pursuant to Article 7, Division 1, Section 25-7-2 of the Hawai`i County Code,the Kailua Village Design <br /> Commission shall consist of nine members, and shall be appointed by the Mayor and approved by the <br /> Council. <br /> PC Report No. 12 <br />
