COUNTY OF HAWAII . ,��." /'•- STATE OF FIAWAI`I RESOLUTION NO. 108 -19 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HILO-HAMAKUA COMMUNITY DEVELOPMENT CORPORATION FOR TIIE 2019 HONOKA`A WESTERN WEEK FESTIVAL. WHEREAS, the Hilo-Hamakua Community Development Corporation is a 501(c)(3) nonprofit organization that seeks to build a healthy community through economic growth and stability along the Hilo-Hamakua Coast; and WHEREAS, the Hilo-Hamakua Community Development Corporation, Honoka`a Business Association, and Department of Parks and Recreation are working together to coordinate the 2019 Honoka`a Western Week festival; and WHEREAS, the 2019 Honoka`a Western Week festival is a celebration of Paniolo culture that fosters a true sense of community, tradition, and pride, which will be held from May 18 to May 27, 2019; and WHEREAS, events and'activities during the week-long festival include a parade, arts and crafts, block party, food booths, talent competition,performances, rodeo, historical photo displays, and Paniolo music; and WHEREAS, this annual event has been attended by thousands of Hawai`i Island residents and visitors and has increased economic tourism for Hawai`i. Island by promoting Honoka`a town as a tourist destination; and WHEREAS, the 2019 Honoka`a Western Week festival will educate and bring awareness of the rich and diverse cultural resources of Hawai`i Island, making positive contributions to the quality of life for its residents and visitors; and WHEREAS, the Hilo-Hamakua Community Development Corporation is requesting funds to help with tents, a stage, benches, entertainment, special-duty police presence, equipment rental, and other miscellaneous expenses associated with the event; and WHEREAS,the Department of Parks and Recreation supports this outreach event as it falls within its Culture and Education program to promote,perpetuate, and encourage activities and programs in culture, art, history, and humanities; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program,project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 1 will be appropriated to the Department of Parks and Recreation to provide a grant to the Hilo-Hamakua Community Development Corporation to help fund the 2019 Honoka`a Western Week festival. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $3,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC—Contingency Relief $3,000 CREDITED TO: 010.500.5503.02 Department of Parks and Recreation $3,000 P&R Adm OCE 115 Misc. Contract Services (2019 Honoka`a Western Week Festival) 2 BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Parks and Recreation and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
