Re: Multi-Year Agreement with the United States Department of Transportation
Enclosed is a resolution to enter into a two (2) year multi-year agreement with the United
States Department of Transportation (DOT). This agreement is to allow the U.S DOT to
contract for Essential Air Service (EAS) at Kamuela, Hawaii. •
Due to the urgent need to contract services, the Department of Research and
Development requests that a breach be authorized to submit this resolution after the
March 21, 2019 submission deadline, and to waive it from the Finance Committee in
order to be placed on the April 10, 2019 Council agenda. If there are any questions,

RE: Resolution No. 119-19 : RESOLUTION AUTHORIZING THE OFFICE OF THE
MAYOR TO ENTER INTO A MULTI-YEAR AGREEMENT WITH THE UNITED
STATES DEPARTMENT OF TRANSPORTATION
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submittedwith my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.

A. REQUEST:
Prepare a resolution authorizing the Mayor to enter into a multi-year agreement for two (2) years, with U.S.
Department of Transportation, to ensure continuity of essential air service at the Waimea-Kohala Airport.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This multi-year agreement between US. Department of Transportation (U.S.DOT) and Hawaii County will
allow U.S.DOT to contract for Essential Air Service (EAS) at Kamuela Hawaii, pursuant to 49 U.S.C. §41731
et seq. The U.S DOT requires community funding to enter into a contract for EAS when an airport is less
than 40 miles from the nearest small hub airport. The Waimea -Kohala Airport is located fewer than 40 miles
from Ellison Onizuka Kona International Airport at Keahole (KOA), a small hub.
