Re: Operating Budget
•
The United States Department of Housing and Urban Development(HUD) is anticipated
to provide a$2,500,000.00 allocation of Community Development Block Grant (CDBG)
funds to the Office of Housing and Community Development (OHCD) for Program Year
(PY) 2019. The OHCD expects program income received or anticipated to be received
during the program year to provide a total of$2,600,000.00 of CDBG funds.
This bill is being submitted concurrently with a bill to appropriate'funds to the Office of
Housing and Community Development's HOME Investment Partnerships Program
(HOME) grant account(s). Also being submitted concurrently with this and the other bill
is a resolution to authorize the Mayor to execute and submit the 2019 County of Hawai`i
Action Plan.

A. REQUEST:
Please submit the attached bill to amend Ordinance No. 18-68, as amended, the Operating Budget for
the County of Hawaii for the Fiscal Year ending June 30, 2019 to add Community Development Block
Grant (CDBG) revenue and appropriate the same for the General Fund, as follows:

010.3607.08 Block Grant - Program Income $ 100,000.00
010.931.5935.85 Hale Ohana Domestic Abuse Shelter - Renovations $ 280,500.00
010.931.5935.86 West Hawaii Domestic Abuse Shelter - Renovations $ 195,250.00
010.931.5935.87 West Hawaii Homeless Emergency Shelter Improvements $ 600, 000.00
010.931.5935.88 Kulaimano Elderly Housing - Phase III Renovations $ 284,250.00
010.931.5935.89 Kiheipua Family Shelter - Certified Kitchen Construction $ 200,000.00
010.931.5935.90 Hale Maluhia Shelter - Accessibility Improvements $ 300,000.00
010.931.5935.91 Boys and Girls Club• - Accessibility Improvements $ 240,000.00

Please also submit a resolution approving and adopting the 2019 County of Hawaii Action Plan and
authorizing the Mayor of the County of Hawaii to execute and submit the Consolidated/Action Plan
and all other related documents to the U.S. Department of Housing and Urban Development (HUD) for
the CDBG and HOME Programs.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) :
This appropriation reflects anticipated CDBG funding from HUD for the PY2019 CDBG program and
program income received or anticipated to be received by the Office of Housing and Community
Development (OHCD) . These funds will be utilized to encourage the development of viable
communities by providing decent housing, suitable and safe living environments, and providing
accessibility for disabled individuals to public facilities. All of these projects will benefit
persons of low and moderate income throughout the island of Hawaii.
The Action Plan is submitted to HUD annually and includes the actual projects and activities that
will be carried out with the County's 2019 CDBG funds. It is required by HUD that the County of
Hawaii submit its A tion Plan before the County receives its 2019 CDBG allocation.
