Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating $482,731 into
the Office of Housing and Community Development's HOME Investment Partnerships Program
(HOME) grant account(s). This appropriation reflects funding allocations anticipated from HUD
for the Program Year(PY) 2019. The bill sets up the proper accounts to receive and expend the
HOME funds.
This bill is being submitted concurrently with a bill to appropriate funds to the Office of Housing
and Community Development's Community Development Block Grant(CDBG) account(s). Also
being submitted concurrently with this and the other bill is a resolution to authorize the Mayor to
execute and submit the 2019 County of Hawaii Action Plan.

A. REQUEST:
Please submit the attached bill to amend Ordinance No. 18-68, as amended, the Operating Budget for
the County of Hawaii for the Fiscal Year ending June 30, 2019 to add HOME Investment Partnerships
Program (HOME) revenue and appropriate the same for the General Fund, as follows:
010.3301.91 Federal HOME Grant $ 482,731.00
010.951.5951.89 Habitat for Humanity - Puna Self-Help Housing $ 451,221.00
010.951.5951.87 Tenant Base Rental Assistance Program $ 6,104.00
010.951.5951.88 OHCD Administration $ 25,406.00
Please also submit a resolution approving and adopting the 2019 County of Hawaii Action Plan and
authorizing the Mayor of the County of Hawaii to execute and submit the Consolidated/Action Plan
and all other related documents to the U.S. Department of Housing and Urban Development (HUD) for
the CDBG and HOME Programs.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) :
The Office of Housing and Community Development (OHCD) received $2,375,000.00 for its 2018 HOME
program allocation. However, Hawaii County received an additional $6,104.00 in HOME regular funds,
$451,221.00 in HOME Community Housing Development Organizations (CHDO) funds and $25,406.00 in
Administrative funds. Therefore, the OHCD is requesting to appropriate $482,731.00 more in revenue
and to appropriate to the expenditure accounts as described above.
